Request for Proposal for the Screening of Cohort 4 Participants with Disabilities under the AIM Project
Background and Rationale
According to 2015 Population and Housing Census Thematic Report on Disability, persons with disability made of 93,129 out of the 7,076,119 of the country’s population, which is 1.3% of the total population. Persons with disabilities are face significant barriers to healthcare, education, employment, and other social facilities, that limit them from participating socio-economic and political activities. These challenges stem from physical inaccessibility, social stigma, limited awareness of disability rights, and inadequate support systems in the country.
The Accelerating Impact for Young Women (AIM) Programme aims and committed to include 5% of persons with disabilities (PWDs) as programme participants. For cohort 4, a total of 199 participants with different forms of disabilities have been enrolled across the 6 AIM regions: Freetown Region, Waterloo Region, Makeni Region, Kono Region, Bo Region and Kenema Region. These participants with various disabilities are to be screened for them to be provided with required assistive devices that will enable participants to effectively and independently function and participate during club sessions and in community activities.
Brac Sierra Leone invites sealed proposals from qualified and eligible service providers to submit proposals for the screening of cohort 4 participants with various disabilities for the AIM Project. The aim of this RFP is to enable Brac Sierra Leone to identify service providers capable of providing and delivering high quality services to support Brac Sierra Leone AIM project in Sierra Leone.
Objective:
The main objective is to conduct medical screening exercise on 199 participants with disabilities within the club spaces in 124 communities across the 6 AIM regions.
Scope:
The screening process is to be conducted in 124 communities within BRAC Sierra Leone AIM project 28 operational branches as detailed below:

Submission Requirements
Bidders are required to submit:
- Business Profile
- Business registration certificates
- Valid NASSIT Clearance Certificate
- Valid NRA clearance certificate
- Evidence of experience in conducting similar disability assessment and screening services preferable for INGO, Government Institution and other Internation Organization including signed contract agreements and purchase orders.
- Understanding of local disability frameworks and human rights approaches
- Familiarity with local Organizations of Persons with Disabilities (OPDs
- Well-recognized expertise and experience in social development, disability inclusion, and social protection disability data disaggregation
- Knowledge of the policies, functions, structures and decision-making processes of key disability inclusive issues
- List of specialist, qualification and areas of specialization
- Detailed Financial Proposal
- Detailed workplan and schedule
- Methodology
- Completion Timelines: Should be completed within two weeks after the award of contract.
Ethical Considerations & Safeguarding
- Informed Consent: Protocols to ensure participants (or guardians) consent to the screening and understand how data will be used.
- Confidentiality: Adherence to data protection laws regarding sensitive health and demographic information.
- Accessibility: Ensuring screening locations, materials, and communication methods are fully accessible
Deliverables
- Inception Report: The consultant’s understanding of the assignment, work plan, and proposed methodology.
- Data Collection Tools: Translated and accessible screening tools designed for the target participants.
- Screening Database: A clean, disaggregated database of screened participants (with strict confidentiality and data protection measures).
- Database that clearly indicates the required device with clear specifications for each participant and the estimated cost.
- Final Report: An analytical document summarizing findings, mapping existing services, and providing actionable recommendations.

Submission Information
The Proposals must be to the Procurement Department and delivered by hand to the Brac National Office at # Bass Street, Brookfields, Freetown, Sierra Leone, by 2:00 PM GMT on or before Wednesday, the 5th of August 2026.
