The Sierra Leone Ports and Harbours Authority (SLPHA) is witnessing significant growth and development, with the Authority’s Board and Management playing a central role in driving improvements in port operations, infrastructure, revenue generation and service delivery.
The transformation is being led by Board Chairman, Honourable Manso Dumbuya, Director General Mr. Yankuba Askia Bio, Deputy Director General Madam Judith Boi Kosseh and the wider management team, whose combined efforts have focused on strengthening the efficiency and competitiveness of the Port of Freetown.
Over the past few years, SLPHA has maintained its revenue generation drive while pursuing measures aimed at improving the Port’s contribution to Sierra Leone’s economy.
A major component of the transformation has been the drive to modernise port operations and position the Port of Freetown as a more efficient gateway for international trade. The Authority has placed emphasis on coordination and collaboration, customer service and alignment with international standards and best practices.
Under the current leadership, work is also ongoing to expand and rehabilitate key port facilities. These include the rehabilitation and expansion of berths, reconstruction of the perimeter fence and the provision of advanced equipment intended to improve productivity, cargo handling and vessel turnaround times.
The Authority’s leadership has also placed emphasis on financial management and staff welfare. The National Social Security and Insurance Trust (NASSIT), during an unannounced visit to the Authority, acknowledged SLPHA’s commitment to staff welfare and assessed its level of compliance with the relevant requirements.
In the area of accountability and the fight against corruption, SLPHA has maintained an 87 percent compliance rating, according to the Authority. The institution has continued to highlight transparency, integrity, internal controls and anti-corruption measures as important elements of its governance framework.
The relationship between the Board and Management has equally been identified as an important factor in the Authority’s performance. While the Board provides strategic and governance oversight, Management is responsible for translating those policies and decisions into operational results.
For Sierra Leone, developments at the Port of Freetown carry significance beyond the Authority itself. As the country’s principal maritime gateway, the Port plays an important role in the import and export economy. Improvements in port efficiency can help reduce delays and costs associated with trade, with potential implications for businesses and consumers.
The progress recorded so far, including increased financial contribution to the national economy, improvements in vessel turnaround time, strengthened security vigilance and compliance with labour and anti-corruption requirements, provides indicators of the Authority’s current performance.
However, these achievements also present benchmarks for continued improvement rather than reasons for complacency.
As SLPHA’s Board and Management continue to combine strategic oversight with operational execution, the broader test will be whether the ongoing reforms can position the Port of Freetown to compete more effectively within West Africa’s growing maritime economy.
