PURPOSE OF THE POSITION:

Assist the Finance and Support Services Director in the oversight and management support for the financial management aspect in the National Office. This position will focus on ensuring implementation of accountability, stewardship, coordinating planning and budgeting processes. Will coordinate provision of accurate financial data and analysis. This position is responsible for coordinating NO finance staff capacity strengthening, the implementation of good internal controls and finance risk management.

MAJOR RESPONSIBILITIES:

  1. Leadership, Capacity Development and Strategic Partnering
  2. Provide strong and positive leadership to the NO finance team ensuring competent and motivated staff are developed for efficient delivery of services.
  3. Coordinate professional and personal development of NO finance staff through adequate orientation, on-the-job coaching, identification of learning, training needs and opportunities (e.g. in accounting, Sun Systems, grant management, risk management, leadership, etc.); and succession planning.
  4. Model Christ-centered servant leadership and support spiritual development of his/her team.
  5. Facilitate non-finance staffs in understanding and interpretation of financial statements.
  6. Provide training in partnership finance policies and procedures to ensure understanding and compliance by stakeholders.
  7. Develop strong collaborative networks with stakeholders through effective and timely communication.

 

  1. Stewardship

Ensure adequate cost efficiency through:

  1. Provide financial analysis, promoting benchmarks and making recommendations.
  2. Support in the development of appropriate policies and procedures for procurement of goods and services in collaboration with the Supply Chain team.

 

  1. Financial Planning and Budgeting
  2. Coordinate the planning and budgeting process and provide technical support, to ensure global and regional guidelines are met.
  3. Review alignment of budgets between the National Office, projects, grants, MyPBAS and Support Offices.
  4. Facilitate control of NO budget, cash flow and project funding, by providing timely and relevant information to budget managers, in collaboration with the Operations teams.

 

  1. Fiscal accounting, compliance, monitoring and reporting
  2. Adhere to systems, policies and procedures that provide appropriate levels of security and control of WV assets, resources and operations.
  3. Coordinate the submission of timely, accurate and complete relevant reporting to the Partnership and to internal users.
  4. Implement efficient and effective internal control systems.
  5. Implement partnership policies, procedures and guidelines as stipulated in the WVI Financial Manual and other documents, including – but not limited to: grant compliance, planning & budgeting, year-end closing, carryforward, accounting and reporting.
  6. Provide regular analysis of programs/Grant financial reports and timely feedback to program managers for decision making
  7. Ensure NO Finance staff visit Programs/Projects to monitor accountability issues, follow up on implementation of audit findings and provide support as needed.

 

  1. Financial Risk Management and Controls
  2. Implement appropriate financial systems and controls and ensure they are in place to avoid significant audit risk ratings in finance, both at the NO and project levels.
  3. Coordinate management responses to finance audits performed to the NO and projects; ensure responses are sent on time to the Audit Department; and that finance related audit recommendations are implemented timely at all levels.
  4. Coordinate adequate preparation for internal and external audits.
  5. Implement anti-corruption and fraud strategies.

QUALIFICATIONS:  EDUCATION/KNOWLEDGE/TECHNICAL SKILLS AND EXPERIENCE

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  • Educational Level Required: Bachelor’s degree in Accounting, Finance or Business Administration, or a related field MBA in Finance, MSC in Finance/Accounting/Auditing preferred, ACCA, CIMA, CPA or equivalent preferred
  • Experience: Minimum 5 years’ experience in finance position with medium business/medium NGO/government agency, Minimum 2 years’ experience in finance management position

Other:

  1. Solid knowledge of accounting principles, financial systems, budget/cash flow monitoring and internal accounting controls.
  2. Ability to solve complex problems and to exercise independent judgment.
  3. Must be able to lead and manage a team.
  4. Good working knowledge of computerized accounting systems, preferable Sun Systems & Vision.  Must be computer literate in Microsoft Office programs.
  5. Knowledge of government grant regulations and financial reporting requirements preferred.
  6. Knowledge of local accounting system preferred.
  7. Proficiency in written and spoken English
  8. Good oral/written and interpersonal skills.
  9. Able to work on a cross-cultural environment with a multi-national staff.
  10. Ability to travel in country and within West Africa region. Experience of treasury activities, establishment and monitoring of budgets and an understanding of data processing concepts and systems is preferred
  11. Experience with humanitarian aid in country is a plus.
