BACKGROUND

In the wake of the Ebola Virus Disease (EVD) outbreak, the Ministry of Agriculture and Forestry (MAF) is developing policy to expand prevention, surveillance, and treatment of animal diseases to the community level. To this end, MAF intends to pilot a Community Animal Health Worker (CAHW) intervention in 4 districts before expanding expand this Community Animal Health Worker (CAHW) programme on a national scale. Rolling out CAHW policy nationwide requires codifying the policy and setting up institutions to manage the policy. Moreover, to maximize the benefits of program expansion, it is necessary to understand how the program can be improved. For these reasons, MAF requires technical assistance to develop a coherent CAHW policy and evaluate best strategies for CAHW performance before scale-up.

OBJECTIVES OF THE ASSESSMENT

This intervention has 4 main objectives, which are:

  1. To develop a CAHW policy and set up a CAHW hub to implement the policy
  2. To provide day-to-day technical support for the MAF CAHW Team
  3. To set up a Data Management system
  4. To identify and evaluate optimal strategies for:
  5. Improving disease surveillance
  6. Enabling constant supply of drugs at community level
  7. Improve supervision of CAHW
  8. Increase synergies between CAHW and Community Health Workers (CHWs)

SCOPE

The scope of this consultancy is to provide technical expertise to the Ministry of Agriculture and Forestry and Ministry of Health and Sanitation in the development of the pilot CAHW program and the evaluation of its different component before scale-up.

QUALIFICATION & REQUIREMENTS

The Team Lead/Principal investigator of the firm must have a post graduate degree in Public Policy the Social Sciences, with background in animal sciences of veterinary. Extensive experience in providing advice to policy makers and governments based on solid quantitative evidence is required. Experience in Sierra Leone will be an added advantage.

The Firm must have a track record for conducting independent and robust evaluation of policies using rigorous methodologies and translate findings from the evaluation into concrete recommendations with plans on how to operationalize the recommendations.

The firm must be able to provide high quality technical training in key area for policy development and evaluation.

The firm will be required to develop and submit a budget for the implementation of the activity, which will be reviewed by MAFFS-REDISSE contact person for approval.

DURATION AND TIMESCALES

The task should be delivered within a period of eighteen (18) months the assignment is expected to be started in the August 2018.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers of January, 2011. (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

 

A Consultant will be selected in accordance with Quality and Cost Based Selection Method as set out in the Consultant Guidelines set out in the World Bank procurement regulations for IPF Borrowers July 2016 revised November 2017.
