Introduction

World Vision is a global Christian relief, development, and advocacy organization dedicated to working with children, families, and communities to overcome poverty and injustice. World Vision serves everyone regardless of religion, race, ethnicity, or gender. World Vision International Sierra Leone (WVISL) has been operational since 1996, assisting communities with various interventions in health, education, child protection, water & sanitation, and livelihood.

Context

World Vision International Sierra Leone (WVISL) has been selected as the Civil Society Organizations (CSO) Principal Recipient Two (PR2) for the Global Fund Grant Cycle 7 (GC-7) program in Sierra Leone that will run from 1^st July 2024 to 30^th June 2027. In the GC-7 implementation period, WVISL has been tasked to provide interventions for HIV, Malaria, TB, and RSSH. A well-functioning Last Mile health product delivery system is crucial for the GF Programme’s successful implementation. It ensures that essential life-saving health products, including medicines and other health commodities, promptly reach the patient and point-of-care, thereby enhancing optimal access to and utilization of health services by people living with and/or affected by the three diseases (HIV, TB, and Malaria). The primary objective is to improve the availability of health products such as ARVs, PrEP, condoms, lubricants, rapid test kits, self-test kits, HIV test kits, TB drugs and diagnostics, malaria RDTs, and ACTs, as well as needles, syringes, etc. within the last mile. This intervention will be aligned with long-term national strategies and goals while taking short-term steps to address logistics and transport challenges at the sub-national level.

Objective

WVISL is seeking proposals from qualified service providers to supply a range of health products from the district medical stores to the last-mile delivery points at communities and chiefdom levels (Hospitals, PHUs, CHCs, etc.). Our goal is to partner with reliable service providers to ensure timely delivery, competitive pricing, and high-quality logistics services that meet our specifications.

Therefore, World Vision International Sierra Leone’s Request for Proposal (RFP) seeks responses from qualified service providers who meet the project requirements specified in this document. By this RFP, WVISL is seeking to select service providers who can demonstrate the highest quality of cost-effective services and strong capacity in transporting health products within the last mile in Sierra Leone. The competitive bidding process is to establish an initial twelve (12-month Framework Agreement for these services to ensure the smooth and timely delivery of Essential healthcare commodities for the Global Fund GC-7 implementation cycle. The successful service provider (s) will sign a twelve (12) month framework contract (Agreement) to deliver services as indicated in the requirement schedule.

Scope of Work

The selected service providers will be responsible for:

• The transporting of health products as per the agreed schedule and specifications by the GF GC7 program’s HPMT and procurement plan, delivering to the designated healthcare facilities as per the lot applied for.
• Reverse logistics from the last-mile health facilities to the District Medical Stores
• Providing timely delivery and reliable logistics services.
• Efficient routing to minimize transit time and risks.
• Real-time tracking and monitoring.
• Stakeholder involvement in transporting and delivering health products to enhance transparency and accountability.
• Implement security measures to prevent theft or tampering.

World Vision International Sierra Leone herewith invites interested service providers to submit seal proposals for the Provision of Transportation Services for the Distribution of health products from the District Medical Stores (DMS) in all sixteen (16) districts to the Last Mile Delivery Point within a District as follows:

Cost and Fees:

• The service provider should provide a clear and detailed pricing structure for the proposed services. All costs and fees should be inclusive of any additional charges.
• Kindly indicate if your total cost includes any local taxes.

Qualifications, Experience & Skills:

• Be compliant with local laws and have the license to operate under the relevant laws of Sierra Leone.
• Demonstrate a strong understanding of multi-sectoral coordination mechanisms for last-mile service delivery of health products in rural and urban communities.
• Demonstrate strong experience in Last Mile Health Products distribution.
• Strong ability to produce quality and prompt services.

Minimum documentation requirements to be submitted (as annexes)

• Profile of the company
• Valid business registration document
• Valid NASSIT clearance certificate
• Tax Clearance Certificate
• Certified Audited Financial statements signed by its Executive Director (or the Board) for the last three consecutive years (2020, 2021, and 2022).
• Evidence of experience in conducting similar services with details of referees (Preferably INGOs, UN Organizations, and other international institutions), including contact name, email address, telephone number, and job completion certificates.
• List of vehicles/trucks owned/rented/leased with evidence of registration document and signed lease agreement or MOU.
• Evidence of valid Insurance/Policy of vehicles/trucks owned/rented/leased to claim damages and loss of Items during the execution of this contract.
• Submit bid security of 5% of your total bid price.

Evaluation Criteria

Proposals will be evaluated based on the following criteria:

• Technical competencies
• Competitive pricing
• Delivery and logistics capabilities.
• Reference Checks conducted of similar services done for other organizations within the country.

Please note: Applications in response to this RFP must be submitted no later than the closing date and time indicated in this RFP. Late applications will not be reviewed nor considered. Applications (including those sent through Courier Services) must be submitted on or before 14:00 GMT, 12^th July 2024

The Proposals must be delivered by hand or via email to WVISL at 35 Wilkinson Road, Freetown, Sierra Leone, or the email address provided by 14:00 GMT on or before 12^th July 2024.
