Chief of Biriwa Chiefdom Dr.Alpha Madseray Sheriff 11
The suspended Chief of Biriwa Chiefdom Dr.Alpha Madseray Sheriff 11 of Karina,Biriwa Chiefdom has written a letter dated 3rd May, 2018 to his Excellency the President to brief him on developments related to his suspension from Office in November,2008 .
He informed the president that he was duly elected as paramount Chief of Biriwa Chiefdom on the 12th August,2006 and a month later a petition was filed in the supreme court challenging the validity of that election but that the case was unanimously dismissed on the 10th November of the same year .
The suspended chief later intimated the President that he was formally installed as PC by former President Kabbah on the 26th January, 2007 at an official ceremony at the Chiefdom headquarter town of Kamabai.
Dr.Alpha Madseray further noted that as he continued with his chieftaincy duties he noticed increasing breakdown of public order and the rule of law in certain communities in his chiefdom, a development which according to him he brought to the attention of former president Kabbah and the necessary authorities in the Northern Province .
Chief ,Alpha Madseray drew the attention of the President to a so-called Press release dated 6th November,2008 purportedly suspending him as paramount chief of Biriwa chiefdom after an administrative enquiry conducted by the Provincial Secretary North .Such report of this enquiry was never made available to him he noted .
“On the 19th May, 2009 a so-called Judicial Commission of Inquiry was set up and commenced hearings in Makeni on the 30th November, 2009 attended by me and my engaged solicitor up until the conclusion of the said public hearings on 22nd February, 2010. As I write this letter I am yet to be served with the report of this enquiry.” Chief Madseray disclosed.
He intimated President Bio that subsequently a new Paramount Chief was suddenly elected into office on 22nd June, 2011 wherein a whole section of Karina was excluded from the paramount Chieftaincy list of voters and this election according to him brought in the current Chief Salifu Minah Kalawa 111 as Paramount Chief of Biriwa Chiefdom.
The suspended chief concluded by informing President Bio that he took the matter to the Supreme Court in March 2011, but it is yet to be concluded and severally wrote to former president Koroma to notify him of such developments with a view to get his attention on such an important matter. But according to him all these attempts fell on deaf ears. He implored the President to kindly review all his appeals with a view to ascertain whether he has legitimate claims.
