
Expression of Interest for the Supply of Livestock (Sheep and Chicken)

World Vision International Sierra Leone (WVISL) is implementing a strategic livestock initiative aimed at tackling critical challenges, including food insecurity, poverty, economic stagnation, and gender inequality. With growing demand for meat both locally and across the region, livestock-rearing and processing facilities present promising opportunities for investment and development.
Despite its significant economic and nutritional potential, Sierra Leone’s livestock sector continues to face major hurdles, such as insufficient public funding, reliance on imported livestock products, and limited access to essential resources and services for rural farmers.
In response, WVISL will support local farmers by providing livestock products, particularly meat and eggs, two of the most widely traded commodities. This intervention is designed to stimulate sustainable livelihood opportunities for vulnerable households, empowering them to provide essential care and support for their children.
- Objective
World Vision International Sierra Leone (WVISL) invites proposals from qualified service providers for the supply of poultry livestock to chiefdoms. Our objective is to collaborate with dependable partners who can ensure timely delivery, competitive pricing, and high-quality services that align with our project requirements. Through this Expression of Interest (EOI), WVISL seeks responses from experienced providers capable of meeting the outlined specifications. The selected service provider will demonstrate excellence in delivering cost-effective poultry livestock solutions and possess a robust capacity to serve the Galliness and Kalien Chiefdoms.
 3. Specification of Livestock’s

Details on the required service, Terms of Reference (TOR), evaluation, and instructions to the service providers are below:
Cost and Fees:
- The service provider should provide a clear and detailed pricing for the livestock. All costs and fees should be inclusive of any additional charges.
- Transportation of delivery of livestock
- Kindly indicate if your total cost includes any local taxes.
- Application Eligibility Criteria
- Technical competence in livestock rearing
- Submit a document of past experience of providing similar service
- Be a national institution registered and operating in Sierra Leone.
- Be compliant with local livestock policies and have the license to operate under the relevant laws of Sierra Leone.
- Submit a complete application by the due date.
The application must also be accompanied by:
- Valid business registration document
- Valid NASSIT clearance certificate
- Immediate availability to supply the required livestock’s
- Livestock Delivery Location
The Livestock will be delivered in the two project area locations
- Galliness Chiefdom (Southern Province)
- Kalien Chiefdom (Northern Province)
- Evaluation Criteria
Proposals will be evaluated based on the following criteria:
- Technical competencies
- Competitive pricing
- Delivery and logistics capabilities/ Timelines
- Reference Checks conducted of similar services done for other organizations within the country.
- Validity of offer
- Application and Submission of Information
Each applicant must provide the information required by this call for expression of interest. This subsection addresses general content requirements applying to the full application. Please pay attention to the information on the content specific to the expression of interest application.
The expression of interest must include the following information:
- Name of the organization(s) applying;
- An EOI for the supply of Livestock
- The cost of the required livestock’s
- The cost of transportation for the livestock
- A contact of 2 referees that your organization has worked with
- Identification and signature of the primary contact person (by name, title, organization, mailing address, telephone number, and email address) and the identification of the alternate contact person (by name, title, organization, mailing address, telephone number, and email address).
The EOI should be specific, complete, and presented concisely.
Guidelines for Submission of Applications
Applicants MUST submit the full application package, including the EOI (Not more than 5pages pages, Lato font size 11) and all the supporting documentation in hard and electronic copies.

Applicants should submit their hard copies and supporting documentation in a sealed envelope addressed to:

Applications must be submitted on or before 17:00 GMT, 29th  July 2025.
The prospective Organization prepares the EOI Application, and all the correspondence and documents related to the EOI application shall be submitted in English
