Africell Ordered To Return Millions Of Dollars To Government

A Special Technical Audit Report, commissioned by the Ministry of Finance in Freetown, has revealed that the National Telecommunications Commission (NATCOM), the mobile regulator in the country, had given unfair competition and unequal treatment to some telecommunications operators on the same circumstances relating to payments of fines on the default of Universal Access Development Fund (UDAF) and in the approval, terms and conditions on the issuance of 4G broadband and cellular network licenses.
The report recommendations, consequent upon these findings, directed that NATCOM reversed the unfair preferential treatment in the payment of the Universal Development Access fees to and request them (Africell) to pay the USD500,000, which, according to the report, was so-called settled-kind.
Africell mobile company was also, according to the report recommendations, asked to refund another USD1.135,000, which was paid to them as loan to expand their network, noting that this gives an unfair advantage to them over other networks operating in the country.
The report had also called on the regulator to recover outstanding 4G licenses fees from Africell amounting to USD 2.927; QCELL USD 1.300,000 and Sierratel USD 5,200,000.
Many are wondering why Africell continues to be dabbling in series of fraudulent and indebtedness to the Government and people of Sierra Leone.
