Chief Ibrahim Brima Swarray, a longstanding member of the Sierra Leone People’s Party (SLPP) from Kenema District, is positioning himself for a prominent role in the party’s leadership race ahead of the 2028 presidential election.

With more than three decades of involvement in the SLPP, Chief Swarray presents himself as a grassroots politician whose political journey has been shaped by loyalty, participation and service to the party through different periods of its history.

His supporters point to what they describe as a long record of commitment to the SLPP, including his claim that he has voted for the party in eight consecutive elections. His political narrative is built around the argument that his association with the SLPP predates its return to power in 2018 and extends through periods when the party was in opposition and faced significant political challenges.

His emerging political message is anchored on Integrity, Action and Compassion, with emphasis on strengthening party unity, recognising grassroots supporters and creating greater opportunities for ordinary party members to participate in the political and development process.

Chief Swarray’s background extends beyond party politics. He is a professionally trained procurement and public sector management specialist and has held senior public sector positions, including serving as Commissioner General and Chief Executive at both the National Revenue Authority (NRA) and the National Public Procurement Authority (NPPA).

Those positions placed him within important areas of public administration, including revenue mobilisation, procurement oversight, public expenditure management and institutional governance.

His political proposition therefore seeks to combine grassroots political experience with his understanding of public-sector administration.

Swarray argues that effective national leadership requires not only political support but also the ability to understand how public institutions function and how national resources can be mobilised, managed and deployed in the public interest.

One of the prominent features of his emerging political vision is the proposed establishment of a structured and sustainable welfare scheme for SLPP members.

According to the vision outlined by his supporters, the scheme would seek to assist deserving party members while creating opportunities for skills development, improved livelihoods and participation in national development programmes.

The proposal reflects a broader argument that party members who have contributed to the political strength of the SLPP should have a meaningful role in its future.

Swarray also advocates greater participation by delegates and ordinary members in determining party policies, priorities and direction.

Chief Swarray has also placed his political aspiration within the context of President Julius Maada Bio’s administration.

Rather than presenting his proposed leadership as a departure from the SLPP’s current development direction, he says he intends to preserve and build upon what he considers the positive aspects of President Bio’s political and development legacy.

A key component of his proposed approach would be a comprehensive review of the SLPP’s 2018 and 2023 manifestos.

The proposed review would examine which commitments have been implemented, which remain outstanding and what additional measures may be required to address emerging national challenges.

For Swarray, the manifestos should serve not merely as campaign documents but as policy blueprints capable of guiding government priorities and measuring progress.

Swarray’s political philosophy is also closely linked to his personal faith.

As a practising Muslim, he has expressed the belief that leadership and positions of responsibility are ultimately determined by Allah. His political message consequently places emphasis on humility, accountability, service and compassion.

Beyond government and party politics, he has also been associated with philanthropic activities and initiatives supporting education and community development.

His supporters argue that these activities form part of a broader philosophy that political leadership should extend beyond elections and public office to include community service.

The emergence of Chief Swarray adds another dimension to the continuing discussion about the future leadership of the SLPP ahead of 2028.

For any aspirant seeking to lead a major political party, questions of experience, internal party support, policy direction, organisational capacity and ability to work across different constituencies are likely to be central to the debate.

Swarray’s pitch is built around Unity, Inclusion, Accountability and Development.

He is seeking to present himself as a candidate capable of connecting the party’s grassroots with national leadership while drawing on his experience in public-sector management.

Whether that message will translate into sufficient support within the SLPP will ultimately depend on the party’s internal processes and the choices of its delegates and members.

For now, Chief Ibrahim Brima Swarray is making his intentions clear: he wants to move from decades of grassroots participation into national political leadership and compete for the opportunity to become the SLPP’s standard bearer for the 2028 presidential election.

His campaign narrative is one of continuity rather than rupture, preserving what he considers the achievements of the current administration, reassessing unfinished commitments and placing greater emphasis on party unity, member welfare and grassroots inclusion.

As the SLPP’s 2028 succession conversation develops, Swarray’s name is therefore becoming part of the broader debate over who should carry the party’s political message into the next electoral cycle.
