In a bold move to internationalize Sierra Leone’s deepening electoral dispute, the Sierra Leone Advocacy Movement (SLAM-Global) has formally transmitted a petition to U.S. Senator Marco Rubio, urging Washington to intervene in what it calls the country’s “stolen 2023 elections.” The petition endorsed by Sierra Leoneans both at home and across the diaspora, accuses the Electoral Commission for Sierra Leone (ECSL) of presiding over a fraudulent process marred by secrecy, violence, and the silencing of opposition voices.

The appeal follows months of rising tensions after the disputed June 24, 2023 polls that handed President Julius Maada Bio a controversial second term. Civil society groups and opposition parties have long alleged that the ECSL withheld disaggregated results, blocked opposition agents from tally centers, and rushed to declare results amid deadly violence including the reported killing of an opposition supporter during the announcement period.

SLAM-Global insists its appeal to Senator Rubio, a senior member of the U.S. Senate Committee on Foreign Relations, is not about partisan politics but about safeguarding the sanctity of the ballot in a fragile West African democracy. By elevating the petition to Washington, the group hopes to rally international pressure for an independent audit of the 2023 vote, targeted sanctions against alleged perpetrators, and stronger U.S. engagement with Sierra Leone’s democratic space.

In a statement released this week, SLAM-Global said the petition, signed by a broad spectrum of Sierra Leoneans at home and in the diaspora, documents evidence of electoral fraud, violence, and suppression of opposition voices during the June 24, 2023 presidential and parliamentary polls.

The appeal urges Senator Rubio, a senior member of the U.S. Senate Committee on Foreign Relations to champion the cause of electoral justice in Sierra Leone by pressing both the U.S. government and international partners to hold Sierra Leone’s political leaders accountable.

Background to the appeal, the petition follows months of growing concerns among civil society groups, political opposition, and international observers about the integrity of Sierra Leone’s elections.

SLAM and other advocacy groups have repeatedly accused the Electoral Commission for Sierra Leone (ECSL) of concealing disaggregated polling data, refusing to grant opposition agents access to tallying centers, and rushing to declare results under tense conditions marred by violence.

According to SLAM’s earlier reports, opposition party representatives were in some instances barred from verifying results at district tally centers.

Tensions peaked during the announcement period, where one opposition supporter was reportedly killed during a press briefing. These irregularities, the group argues, undermined the credibility of the outcome and violated the principles of transparency and accountability that are central to democratic governance.

SLAM-Global’s Position:

In its latest statement, SLAM-Global stressed that the appeal to Senator Rubio is not about partisan politics, but about protecting the sanctity of the ballot and the democratic aspirations of ordinary Sierra Leoneans.

“The voices of the people of Sierra Leone were silenced by statistical manipulation, secrecy, and intimidation. This petition is a cry for justice a plea for the world not to turn its back on a fragile democracy in West Africa,” the group declared.

SLAM-Global added that Sierra Leone’s future stability is tied directly to electoral credibility. It warned that ignoring citizens’ grievances would further entrench authoritarian tendencies, widen political divisions, and fuel distrust in state institutions.

By transmitting the petition to Senator Rubio, SLAM-Global hopes to place Sierra Leone’s electoral crisis on the radar of Washington policymakers.

The group believes Rubio’s influence on foreign policy, especially regarding democracy promotion and accountability in Africa could amplify Sierra Leoneans’ appeal at the U.S. State Department, within multilateral institutions, and among human rights organizations.

The petition reportedly calls for an independent, internationally backed audit of the 2023 election results, a stronger U.S. engagement with Sierra Leone’s civil society, targeted sanctions against individuals accused of orchestrating violence or manipulating election results, and continued monitoring of Sierra Leone’s democratic space ahead of future elections.

Sierra Leone’s Electoral Debate:

Since the controversial 2023 elections, Sierra Leone has witnessed a deepening political standoff. The opposition All People’s Congress (APC) initially boycotted parliament, accusing the ECSL of rigging the polls in favor of President Julius Maada Bio and the ruling Sierra Leone People’s Party (SLPP).

The international community, including ECOWAS, the African Union, and the Commonwealth, has since facilitated dialogue that led to a fragile truce, but skepticism remains high.

Analysts warn that unresolved disputes over the 2023 elections risk destabilizing Sierra Leone’s democratic trajectory, particularly in light of the country’s history of political violence.

Looking Ahead:

With the petition now before Senator Rubio, SLAM-Global insists it will continue its advocacy across U.S. and European institutions until Sierra Leone’s concerns are addressed.

“Our mission is clear: Sierra Leone deserves free, fair, and credible elections. The appeal to Senator Rubio is only the beginning of a global campaign to secure electoral justice for our people,” SLAM-Global concluded.

The coming weeks will reveal whether U.S. lawmakers and international actors take up Sierra Leone’s appeal and whether such advocacy can pressure authorities in Freetown to revisit the contested 2023 vote.
