Chief Ibrahim Brima Swarray is a distinguished Sierra Leonean and a lifelong, devoted member of the Sierra Leone People’s Party (SLPP).
He has been a registered and fully paid-up member of the SLPP since 1996, reflecting his deep commitment to the party’s ideology, philosophy and leadership.
He hails from Kenema district in the Eastern Province of Sierra Leone.
Chief Swarray received his early education at the Bo Government School (Bo School) and subsequently attended the Ahmadiyya Secondary School, Kenema. He is married to Mrs. Fatmata Swaray, and they are blessed with Six (6) children.
He pursued his higher education at the Institute of Public Administration and Management (IPAM), University of Sierra Leone, where he obtained a Bachelor of Science (Honours) in Business Administration (Procurement), a Postgraduate Diploma in Procurement, and a Master’s degree in Development Management.

He also holds a Master of Science (MSc) in Procurement, Logistics and Supply Chain Management and is a Certified Member of the Chartered Institute of Procurement and Supply (MCIPS).
Before the SLPP’s return to governance in 2018, Chief Swarray was widely recognised as one of the party’s most loyal and trusted stalwarts, particularly in support of His Excellency, President Julius Maada Bio’s presidential ambitions.
In recognition of his dedication, professionalism, and proven competence, he was appointed in 2018 by President Bio as Chief Executive of the National Public Procurement Authority (NPPA).
Prior to this appointment, Chief Swarray had built a solid professional background in the banking and public sectors.
He began his career in the banking industry with ProCredit Bank in 2008 and later served at the United Bank for Africa (UBA). In 2010, he joined the Civil Service as a Procurement Officer, where he served in various ministries and managed several donor-funded procurement portfolios.
By 2018, he had risen to the position of Senior Procurement Officer and was assigned to the Sierra Leone Correctional Service.
As Chief Executive of the NPPA, Chief Swarray transformed the institution from a state of stagnation into a strong and credible body of accountability within Sierra Leone’s Public Financial Management framework.
During his five-year tenure, the NPPA evolved from a near-paralysed institution into a critical expenditure-control arm of government.
He introduced transparency, discipline and structure into one of the country’s most sensitive sectors, championing procurement reforms, strict policy enforcement and enhanced accountability to ensure the efficient and equitable use of public resources.
Driven by a strong commitment to transparency and accountability in the public procurement landscape, he promptly initiated the production and publication of the Quarterly Bulletin and the Annual Public Procurement Processes and Systems Assessment Reports.

These reports provided detailed insights into expenditure analysis and spending patterns across procuring entities, including Ministries, Departments, Agencies, Local Councils and donor-funded projects nationwide.
Through the publication of Quarterly Price Norms, grounded in rigorous market research, the NPPA under his leadership successfully harmonised pricing for commonly procured items across entities, resulting in significant cost savings. Furthermore, by strengthening the end-to-end review function, the NPPA, under his stewardship, safeguarded the Government from entering into unfavourable contracts.
During his tenure as Chief Executive of the NPPA, he drove a broad transformation of the public procurement system through a series of reforms supported by the Ministry of Finance and development partners, particularly the World Bank and IMF.
These reforms enhanced efficiency, encouraged innovation, and strengthened value for money in public expenditure, thereby reducing procurement-related issues highlighted in audit reports.
As a result, the NPPA became one of the most frequently visited government institutions by media practitioners who regarded it as a vital source of information and a key hub for public communication on the critical sector of public procurement.
In 2023, Chief Swarray was appointed Commissioner-General of the National Revenue Authority (NRA).
His tenure at the NRA was marked by unprecedented revenue performance, with collections exceeding targets set by the Ministry of Finance and development partners.
Remarkably, his four-month stewardship stands as the most successful period in the NRA’s 25-year history, underscoring his reputation as a result-driven and transformative public sector leader.
Beyond his professional accomplishments, Swarray’s commitment to social causes shines through.
He has made a tangible impact on the lives of the poor, vulnerable, and disadvantaged groups, demonstrating his compassion and dedication to the well-being of fellow citizens.
His passion for education has inspired children across the country through quiz and debate competitions as well as the summer-school initiatives, building confidence and fostering a love for learning.
Through the Ibrahim Brima Swarray Foundation, he has supported the education of hundreds of Sierra Leoneans nationwide pursuing higher education in universities, without regard to tribe, religion, region, or social and political affiliation.
In support of His Excellency, President Bio’s Human Capital Development agenda, Chief Ibrahim Brima Swarray constructed and fully furnished a Primary Health Care facility in Marleh Town, Kenema District, a community of over one thousand (1,000) people that previously had no access to such a facility.
He also constructed a six-classroom school block with a staff quarters in Khumarou village, another community of over 1,000 residents that previously had no school.
With his proven track record, compassionate leadership, and vision for the future, Ibrahim Brima Swarray is well-suited to lead the SLPP into the 2028 elections.
His leadership would be a valuable asset to the party and the country.
